Major Rail Alliances Services / Alliance Auditor Services

WARM (West Anglia Route Modernisation) Alliance

WARM was the largest (5 party) Alliance at the time with Network Rail, Amec Spie, Sir Alfred McAlpine, GrantRail and Invensys forming the core Alliance.

Created to carry out the West Anglia Route Modernisation the Alliance also undertook substantial additional related works and Enhancements in the Area.

A massively successful delivery vehicle, WARM was a model Alliance that worked hard to become a true Alliance and deliver for the Client as well as the non-owner participants.

 Shilcocks provided the commercial support to Invensys Signalling and the Alliance itself and provided much of the contract advice in developing the Alliance and maintaining the Alliance equilibrium through its lifetime.

Hitchin Chord Alliance

A £52m Grade Separation Project introducing an Integrated Project Alliance Organisation with Hochtief (UK) Construction Ltd and Network Rail for the construction of an elevated railway extension carrying trains over the East Coast Main Line (ECML)

A 2.5km grade separated railway extension including an 800m 29 span viaduct with 1.2km embankment constructed from a local chalk borrow pit.

The new flyover won several awards, opened ahead of schedule and was completed within budget.

Shilcocks were engaged by Network Rail to develop the operative Alliance Agreement (using the WARM model template) and to support the procurement process for the successful contractor.

Shilcocks provided the Alliance with the lead commercial management support throughout the life of the project, operating the Project Alliance Agreement. This support included negotiating and awarding large subcontract accounts alongside the non-owner participant and providing commercial governance, including verification of Actual Costs via the Alliance Agreement.

 Shilcocks also provided the Alliance Auditor services for the Alliance

North Doncaster Chord Alliance

Construction of a new railway flyover, level crossing closure and replacement bridge at Shaftholme to the north of Doncaster. This project facilitated the removal of freight trains off the ECML via a flyover freeing space for additional ECML passenger trains

Shilcocks were engaged by Network Rail to develop the operative Alliance Agreement (using the WARM model template) and to support the procurement process for the successful contractor.

 Shilcocks also provided the Alliance Auditor services for the Alliance.

F2A (Finsbury to Alexandra Palace) Alliance

A complex Track, Signalling and Civil Engineering upgrade project centred on improving the ‘bottleneck’ between Alexander Palace and Finsbury Park. The works involved reinstatement and extensions to existing platforms at Finsbury Park station to accommodate longer 12 carriage trains.

An integrated project organisation with a number of challenges which involved disrupting the rail network every weekend ensuring regular Monday morning services were resumed whilst completing the planned works.

Shilcocks were engaged by Network Rail to develop the operative Alliance Agreement (using the WARM model template) and to support the procurement process for the successful contractor.

Shilcocks provided the F2A project with commercial management support including managing the shared risk profile of the works, managing the Owner’s Variation schedule alongside their day to day commercial governance requirements.

 Shilcocks also provided the Alliance Auditor services for the Alliance.

GNGE (Great Northern Great Eastern) Alliance

The GNGE project was the remodelling of the old GNGE line to take freight traffic off the ECML, and to provide a relief route in times of perturbation on the main line.

A £330m project comprising 86 miles of route, the largest level crossing programme of its type, with 147 LX’s risk assessed and 61 LX’s renewed or enhanced, including the introduction of MCB OD crossings, new modular signalling with 13 signal boxes decommissioned, 74,000 yards of jointed track replaced with CWR, 31 under bridges and 26 overbridges renewed or enhanced, two area of tunnel works and various associated lineside infrastructure works.

Originally perceived as a hub and spoke mechanism, Network Rail engaged Shilcocks to work with them to convert the procurement into an Alliance model, (using the WARM Alliance Agreement model template).

The Alliance was formed between Network Rail, Babcock, Invensys and Carillion.

Shilcocks successfully negotiated the settlement of the Alliance Agreement between the parties and the subsequent Target Prices for each of the Owner and non-owner participants.

Shilcocks was also engaged with Network Rail in determining the complex insurance arrangements required under the Alliance Agreement. Working with Network Rail’s insurance advisors and those of the non-owner participants, a working insurance model was achieved for this and future Alliances.

Shilcocks was also heavily engaged with Network Rail on determining the relevant Actual Costs that they could allocate to the Alliance and also in particular the model proxy for their own personnel costs, which is still in use to the present day.

 Following the successful procurement, Shilcocks provided a comprehensive service to the Alliance comprising the lead commercial role as well as other supporting commercial roles, the provision of the Risk Manager and change control services, as well as the Alliance Auditor services.

PSU 1 and 2 LNE - Later the REAL Alliance

A £0.2bn programme, Shilcocks were engaged by Network Rail to advise on and support the procurement of the Alliance for the Power Supply Upgrade between Kings Cross and Edinburgh Waverley. The procurement was for two phases of the works, from KGX to Doncaster and from Doncaster to Waverley. There was also an option for work upgrade works on the Transpennine Route.

Shilcocks acted for Network Rail throughout the procurement and subsequent contract negotiations for the Phase 1 Alliance works, with Network Rail ultimately settling the Target Price arrangement with the non-owner participants.

Shilcocks also provided the Alliance Auditor services for the Alliance throughout Phase 1 and the commencement  of Phase 2

Connectivity Alliance

Connectivity was to be the second major Alliance for LNE – Shilcocks were engaged as part of the procurement team for this proposed development.

EGIP (Edinburgh to Glasgow Improvements Programme)

A project funded by Transport Scotland on behalf of the Scottish Government to increase capacity on the main railway line between Edinburgh and Glasgow to allow the running of new longer electric trains. Network Rail engaged Shilcocks to provide advise the region on the choice of Alliance model and the benefits of each type.

 Shilcocks was also engaged by Network Rail to advise Transport Scotland on Alliance working and the benefits to be expected from a well-run Alliance.

Network Rail Alliance Agreement Development

Through the last twenty plus years, from WARM through to the present day, Alliance working has waxed and waned in the view of the Network Rail senior management. Happily at the end of the day Alliancing is seen as a valuable option for Network Rail’s infrastructure works programmes and now continues to be used successfully in many areas.

Shilcocks were engaged, alongside Network Rail’s legal advisors, to develop the WARM Alliance Agreement into a working up to date version (the DRD version) that was used on most of the CP5 Alliances in the LNE zone.

Network Rail also wanted to develop a Pure Alliance agreement that would closely follow the Australian models. Shilcocks were engaged to work on the development team alongside the legal advisors, behavioural specialists and Australian alliance specialists as well as Network Rail’s own representatives to develop this model. Variants of which are used throughout the Network Rail portfolio.

Shilcocks work on the DRD version relating to Actual Cost schedules and the applicability of Actual Cost therein was adopted and adapted in the pure alliance version and has been adapted in all other versions of the Network Rail Alliance Agreement suite.

 Shilcocks work on Network Rail actual costs and the compilation of proxy rates [                ] remains the basis of Network Rail cost charges to alliances in their portfolio.

Wessex Alliance

A £0.4bn Alliance involving Skanska, Colas, Aecom, Mott MacDonald and Network Rail to primarily improve and increase the capacity of London Waterloo Station and bring the old International Terminal back into use

 Shilcocks provided the Alliance Auditor services for the project, from its early stages during the design phase, and  whilst the Target Costs were being developed, through to the end of the construction phase and the agreement of the final costs.

East West Rail Alliance

A £1bn Alliance involving Laing O’Rourke, VolkerRail, Atkins and Network Rail to re-establish a rail link between Bicester, Milton Keynes and Bedford.

 Shilcocks were appointed for the provision of the Alliance Auditor services in October 2019 and are currently auditing the Section 4 costs and helping to resolve legacy audit issues.

Central Rail Systems Alliance

CRSA – Responsible for the development, design and delivery of track renewals and crossings as well as associated infrastructure works across LNW, LNE & EM routes.

Shilcocks have been appointed to provided Alliance Auditor services to this  10 year £1bn track and S&C renewal Alliance between Network Rail, Balfour Beatty, Atkins and TSO.

Southern Rail Systems Alliance

SRSA – Providing an integrated delivery model for the development, design and construction of track renewals for plain line and Switch and Crossings (S&C) including associated track ancillary works in Wales, Western, Southern and Anglia.

Shilcocks have been appointed to provided Alliance Auditor services to this 10 year £1bn track and S&C renewal Alliance between Network Rail, Colas Rail and Aecom.

Southern Region Audit ITT

Shilcocks provided an overview and critical appraisal, of the ITT for Southern’s ITT for contract auditing, including providing agreement terms and audit templates for the various audits required.

LDO (Lead Design Organisation) Audit LNE

Shilcocks provided the financial audit of the LDO for LNE Region on behalf of Network Rail.

TRU (Transpennine Route Upgrade) Design Audit

Shilcocks provided the financial audit of the TRU design house services for LNE Region on behalf of Network Rail.

Kings Cross Remodelling Audit

Provision of Head of Commercial for Area North

Shilcocks provided Kevin Shilcock on secondment to HS2 as Interim Head of Commercial for Area North pending a permanent appointment, with responsibility for two £1bn Sectors, a £1bn advance works programme and two stations in Curzon Street and at Birmingham Interchange.

Provision of Commercial Support for Main Works Civils Procurements

Shilcocks provided commercial management support for the £7bn Main Works Civils tender and evaluation, including the interface with HS2’s legal teams and their procurement team. Shilcocks also provided the commercial evaluation of several sectors bids for this exciting project.

NLRIP (North London Railway Improvement Programme)

A £350m project that created a rejuvenated, modern, efficient railway, serving both passenger and freight on a key part of London’s overground rail network. Funded by Network Rail, London Overground and the ODA, this was a challenging and complex project which was voted Project of the Year at the National Rail Awards.

 Shilcocks were pleased to be appointed by Network Rail and London Overground to deal with the financial outcomes of the complex signalling works required, along with other issues arising in a complex, tight timescale project.

The landslip at Hatfield colliery closed the lines for 5 months needing complex negotiation between the relevant parties and insurers. Shilcocks were appointed to act with Network Rail’s team to negotiate this settlement and also manage the knock-on effects in projects such as GNGE, Shilcocks provided  the commercial management support for Network Rail.

Brayford Wharf Pedestrian Bridge Lincoln

The much needed pedestrian bridge brings safety relief to a busy interface in Lincoln Shilcocks provided  the commercial management support for GNGE Alliance carried out the feasibility studies.

179 High Street Redevelopment Lincoln

Facilitation works to allow  the proposed student accommodation project to move forwards Shilcocks provided  the commercial management support for GNGE Alliance carried out the feasibility studies.

MCB OD Development and Changes LNE

New technology for the control of level crossings by the use of Obstacle detection Equipment Shilcocks provided  the commercial management and testing regime support for Network Rail.

Serving Immingham the UK’s largest port by tonnage the North Lincs network provides a vital service. The resignalling project covers some 91km of railway and provides enhanced controls over this vital railway asset, Shilcocks provided  the commercial management support for Invensys.

Peterborough Down Slow

Kings Cross Remodelling

East Midlands Resignalling

A £250m investment programme to improve train performance and reliability across the region, replacing 40 year old signalling, Shilcocks provided  the commercial management support for Invensys.

Sheffield Tram Train

Sheffield Tram Train, the first of its kind in England involving Network Rail, South Yorkshire Passenger Transport Executive (SYPTE) the Department for Transport (DfT) Northern Rail and Stagecoach Supertram.

A complex project combining light and heavy rail infrastructure and associated power systems enabling newly built tram trains to operate on both 25Kv OHLE and 750v DC OHLE between Sheffield Meadowhall and Parkgate Rotherham.

Shilcocks provided commercial support to the project for client Network Rail from Initial project development through to project completion between 2014 and 2019. Commercial management involvement with early development works and budget authority approvals for design and early contractor engagement requirements.

 Shilcocks provided support and advice on a number of complex contractual based issues during the life of the project including system design responsibilities, property and land interfaces and main contractor insolvency.

Modular S&C GRIP 3 and 4 Development

VCV a joint venture between Volker, Corus and Vosloh were appointed to develop the Modular S&C concept through GRIP Stages 3 and 4. Successful developing a scheme for the rapid renewal of S&C with modular units along with the tilting wagons for the delivery of the S&C units, and developing the process for what is now standard renewals practice. Shilcocks provided the Commercial Director Lead for the VCV JV and supported the deliverables throughout the GRIP Stages 3 and 4.

Manchester Metrolink Extension

Operated by Stagecoach for TfGM Shilcocks provided contract and commercial advice on various dispute issues that arose between Stagecoach and their contractors on the project.

Selby, Edinburgh and Snaith Depot S&T

Shilcocks were appointed by Invensys to provide commercial management support on these projects.

LUL/Network Rail Finsbury Park Interface Options

Shilcocks provided advice to Network Rail and LUL on the possible approach of Alliance working for the interface between their projects at Finsbury Park.

Wessex Alliance PAA Review

Shilcocks were appointed by Network Rail to review the proposed Wessex Alliance Agreement and provide advice on use and content.

North Ferriby to Gilberdyke Resignalling

Shilcocks were appointed by Linbrooke Services to advise contract matters in connection with this significant £34.5m re-signalling project. Delivered by a consortium of Linbrooke and Ansaldo the project delivered new technologies to one the last semaphore signalled routes in the area.

Collaborative Working Arrangements

Shilcocks have been engaged over the last decade by Network Rail to provide insight and training on collaborative working arrangements in the railway industry. These include presentations to industry leaders at the Café Royal in London on the success of WARM, the provision of papers to Network Rail’s commercial teams at the Westwood Training Facility and discrete training sessions on Target Price works and Alliance working to individual groups in the business.
