Richard Dixon

BSc, PGCertAdj, MRICS

A Chartered Quantity Surveyor with a Post Graduate Certificate in Adjudication, Richard started his career working in a multi-disciplinary railway design organisation where he gained a wealth of knowledge of both pre and post contract duties in preparation for completion of construction projects.

Richard has now worked in the railway industry for over twenty years and has gained extensive knowledge of railway civil engineering, permanent way and re-signalling control systems, and has now been involved in a number of multi-disciplinary projects where his knowledge has proven invaluable.

Over the last ten years Richard has worked on a number of large and complex railway projects, and is considered an efficient and organised commercial manager who works well in a high pressure environment.

Richard has now gained extensive Target Cost contract experience along with subcontract and subcontractor package management.

Neal Pearman

BA(Hons), ACA

A Chartered Accountant, Neal learnt his profession carrying out statutory audits and producing accounts for a wide variety of different companies.

He has worked in the construction and railway industry for 18 years, trouble shooting contracts and working closely with Clients, as well as carrying out “behind the scenes” work in the auditing and production of quality and timely financial information.

Since 2010 Neal has been the Alliance Auditor in several major Rail Alliances across the UK, including – GNGE, Hitchin Rail Alliance, F2A Alliance, North Doncaster Chord Alliance, Wessex Capacity Alliance, REAL (Power Supply Upgrade) Alliance, East West Rail Alliance, Southern Rail Systems Alliance and the Central Rail Systems Alliance.

A professional on all levels, Neal is a highly competent individual capable of carrying out detailed and accurate work, including the forensic analysis of contract costs.

Kevin Shilcock

DipArb, FRICS, FCIArb, MAE

Kevin’s primary profession is Quantity Surveying, a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Chartered Institute of Arbitrators, a Practising Member of the Academy of Experts and the holder of a post-graduate Diploma in Arbitration, Kevin has been a practising Arbitrator and Adjudicator since 1998. A member of the RICS and CIArb Adjudicator Panels since 1998, Kevin is regularly appointed in construction disputes.

Having been trained in a multi-disciplinary environment, Kevin has vast experience of building and construction works, civils and petro-chemical projects and since 1998, heavy and light railway projects.

Now semi-retired Kevin’s last interim role was as Head of Commercial for HS2 in Area North and Area Central, a commissioning spanning two years on this exciting project.

Kevin now provides contract and dispute advice for the Company’s Clients and also sits as dispute resolver in his own right.
